Dear Families, Thank you for your interest in Bell Whitley Preschool / Head Start / Early Head Start Program. To qualify for services your child must be age eligible AND your family must either be income or categorically eligible or your child may be eligible for the blended Preschool Program for higher income families. Proof of income and proof of birth are needed to determine eligibility and program placement. These services are offered in Whitley County, Bell County, Middlesboro and Pineville areas. Early Head Start services (0-3) are offered in Whitley County and Bell County as well as Homebase services.
