Welcome to Putnam County Early Learning Program. Putnam County Early Learning Program provides a safe, supportive, vibrant educational environment for children 3–5 years of age and their parents. The comprehensive program addresses all areas of a child’s development: physical, mental, social, and emotional. Children and families receive a broad range of educational, nutritional, preventive health, and social services. We engage caregivers and children to address educational needs in a way that promotes long-term family sustainability. Our goal is to foster a lifelong love for learning for each of the children we serve.

Putnam County defines family as all persons living in the same household who are supported by the child’s parent(s)’ or guardian(s)’ income; and are related to the child’s parent(s) or guardian(s) by blood, marriage, or adoption; or are the child’s authorized guardian or legally responsible party.
Answer all required questions for the child/children you are submitting the application. If your child has an IEP or IFSP, chronic condition like asthma, diabetes, seizures, allergies, dietary restrictions please enter the details in the notes at the end of the application. Thank you for completing your child's online application. An enrollment staff member will contact you soon to confirm your application was received and provide you information about your registration appointment. The registration appointment is mandatory to complete your child's registration process. You must bring the following documents to your appointment: • Proof of income for the last 12 months (W-2, 1040 income tax form, or pay stubs) • Proof of any additional income (TANF, SNAP, child support, SSI, etc.) •Birth Certificate •Proof of Residency •State or federal ID of parent/guardian (if applicable) •Insurance Card (Medicaid/Private Insurance etc) OTHER REGISTRATION DOCUMENTS • Current immunization records for the child you are applying for • Current physical exam for the child you are requesting to include lead and hemoglobin • Current health insurance/Medicaid card for the child you are applying for • Dental exam for the child you are applying for • If you have TWO parents in the household, we will also need proof of income for BOTH parents and any adults. • If you have additional family members living in the home and providing financial assistance to the child you are applying for, we will also need proof of their income.
